He was in custody after being hauled off a Dubai-bound plane he boarded Monday night at John F. Kennedy International Airport despite being under surveillance and placed on the federal no-fly list. • The best short-term solution to bottling up a disastrous oil spill threatening sealife and livelihoods along the Gulf Coast should be arriving on Wednesday in the form of a specially built giant concrete-and-steel box designed to siphon the oil away. • A tentative agreement in hand, Dems and GOP still face an array of hurdles and uncertain timing over a Senate bill that would rein in financial institutions. The Senate has yet to take a vote on any amendment to the bill. The Senate’s GOP and Demc leaders bickered over timing. And while debate was well on its way, the endgame for the bill was far from clear. • Stocks plunged around the world Tuesday as fears spread that Europe’s attempt to contain Greece’s debt crisis would fail.
