After his party wins a General Election, Jim Hacker (Paul Eddington) is appointed to the Cabinet as Minister For Administrative Affairs. His Private Secetary is Bernard Wooley (Derek Fowlds). The Civil Servants in his department are headed by Sir Humphrey Appleby (Nigel Hawthorne). Every day brings a new round in the battle of wills between the minister and the formidably devious Sir Humphrey. Jim waits by the telephone, hoping for a summons from the new Prime Minister. Eventually, he learns that he has been appointed the Minister for Administrative Affairs. He meets his Principal Secretary, Sir Humphrey Appleby, and quickly begins to wonder who's actually in charge of his ministry. Jim does his best to talk his guest into buying the offshore drilling equipment he's looking for from Britain.
