Because Alex lost Justin's old dog, Willie, she buys him a dragon that is enchanted to look like a beagle. However, it can still breathe fire and fly while in dog form. To hide the fact from their parents that the dog is a dragon, the kids say that it is a lost dog, and then they glue up posters. While the children are at school, the dragon seller comes, claims the dog and enters it in the local dog show. Alex, Justin, and Max has to outsmart the dragon seller so they can retrieve their dog back.
