It doesn't open setup.exe on a x64 bits Windows 8.1. Delete this crap !!! With crap description ! Team OS uploads are still the best !

The error is this:

Use the other installation disc that says 64-bit. When you insert it, Windows Setup will restart automatically.

this is for clean install only ,,, no upgrades ,,, that's what I'm guessing ,, not my upload though,,, but it boots fine to setup for me both x86 and x64
