Bij het uitbreken van de Tweede Wereldoorlog doen de Verenigde Staten en Japan hun best om niet betrokken te geraken. Maar niet iedereen is daar gelukkig mee en de extremisten binnen het Japanse leger dringen er bij keizer Hirohito op aan een pact te sluiten met het Derde Rijk. Zij bereiden nu de aanval op China voor. Dit bericht verontrust president Roosevelt en hij dreigt met een voedselembargo. Om de druk op te drijven wordt de Amerikaanse vloot van San Diego naar Pearl Harbor gestuurd. voor Japan is dit een slecht teken en de actie Tora! Tora! Tora! wordt zorgvuldig voorbereid. Op zondagochtend 7 december 1941 is het zover. De Japanse vliegtuigen komen in actie...
