webm can be played in any html5 compliant browser such as Chrome or Firefox. If you can watch Youtube you can play webm at least vp8 anyway; vp9 uses more cpu. Incidentally, the Samsung S6 uses it for recording videos in real time (uses hardware). Webm and opus are really made to stream video. Low latency; fast start; opus changes quality on how fast you can stream it and same quality with lower bit rate. Completely open source.

Many media players will work but I prefer mpv https://mpv.io free cross platform media player.

Just straight transcode to VP9 with ffmpeg only added -vf filtergrain (Some shake/jitter at start which was worse on my source but that was probably because never could get complete download; always few kb short; It clears quickly though; I tried using unshake in ffmpg but had opposite effect so transcoded without it.
