Sutter was never a great writer to begin with, but at least he had solid plots in contemporary settings. Him trying a period piece just feels awkward, and the story...wtf. I always got the impression he wasn't the brightest person, making a show that takes significantly more research than his previous shows will likely show that, it already is.
