Make sure you installed the game the right way.
All required files and folders need to be in one folder and not spread around.
Otherwise create folder and drag FirewallInstallHelper.dll, GameuxInstallHelper.dll and the bin etc. folders to it.
Other option is to delete desktop shortcut (if one is created) and manually create desktop shortcut for Sam3.exe which is inside the Bin folder.
There's also a directx folder inside it which you can also install.
Otherwise you'll need to update videocard driver, maybe even system drivers and redist. You probably lack certain redist like vcredist (Visual C++) and directx etc. Simply download them from microsoft website if needed.
By the way, installing games to "Program Files" folders is not recommended because otherwise it's a pain in the ass with the administrator/admin privileges. Simply install and unpack games to custom folders in any hard drive (for example: C:GamesSerious Sam 3 BFE)
