Note:
The source doesn't look great everywhere, so to fix/prevent banding/blocking I used GradFun2DBmod. I checked the encode with mpc-hc and in motion I didn't notice any banding, so I decided not to zone it, because for more accurate results it needs insane bitrate in too many places.
