Had trouble getting it to start coz AVG kept throwing a false positive. Set the program to exception on virus scan and no issues after that. Good job uploader!!

This means that the file "steam_api.dll" (in the installation folder) can't be accessed.

Go to your AV and make an exception for it (it may also have placed it in a quarantine, from which you should be able to restore it).
