O roteirista Scott Marshall Smith escreveu Homens de Honra baseado em fatos reais que ocorreram com o mergulhador Carl Brashear quando ele fazia parte da Marinha americana, mas o intimidador personagem interpretado pelo ator Robert DeNiro (Billy Sunday) foi totalmente uma criação fictícia que reúne personalidades de vários homens que Brashear conheceu durante a carreira militar. Carl Brashear (Cuba Gooding Jr) não deixa nada atrapalhar o seu caminho. Filho de um agricultor de Kentucky, Carl deixa a casa dos pais em busca de uma vida melhor. Ingressa na Marinha e deseja tornar-se mergulhador de elite da divisão de buscas e resgates. BiIIy Sunday (Robert DeNiro), oficial da Marinha e instrutor de treinamento, não quer, entretanto, saber de CarI e nem das ambições dele. Submete-o às piores provas de resistência na tentativa de fazê-lo fracassar e desistir.
