I had the same problem with the desktop shortcut. Launching the game from the installation folder worked.

For anyone who has problems with the laguage go to:
C:Programs (x86)Neocore GamesLost Planet 3BinariesWin32
and open the SKIDROW file. Simply replace "russian" with "english" without the "", or whatever language you prefer since it supports multiple ones, and you will have the language you want to play with.
