Het dorpje Rutland in Montana wordt beschermd door de 4,5 ton beton van de Rankin Dam. Veelvuldige regens en het opkomende water veroorzaken echter een druk waar de dam niet tegen bestand is. Als één van de ontwerpers van de dam sterft, steken er verdenkingen de kop op dat de dam niet goed ontworpen zou zijn. Het meest sceptisch is David Arthur Powell (Lando), de originele architect van de dam die op slinkse wijze ontslagen werd door de directeur van het bouwbedrijf. Om Rutland voor het gevaar van de doorbrekende dam te behoeden moet David samenwerken met de twee mensen die hem het minst vertrouwen: stadsraadlid Natalie Powell (Greene) en de 17-jarige architectentalent Gart Powell (Ewald), de vrouw en de zoon die hij achterliet. Ze moeten snel met een nieuw plan komen om hun levens te redden...

The village of Rutland, Montana is protected by the 4.5 tons of concrete from the Rankin Dam. Frequent rains and rising water exerts a pressure which cause the dam is unable to withstand. If one of the designers of the dam dies, stabbing suspicion is emerging that the dam would not be well designed. The most skeptical David Arthur Powell (Lando), the original architect of the barrier surreptitiously released by the Director of the building.
