edit: Ok - I just discovered this is a fixed bitrate encode, and I have to say I don't like those. It's not a smart thing to do these days, if you excuse me. There are very good reasons CRF is the default encoding mode for x264. With CRF you settle on a direct quality factor and let the encoder make the decision what bitrate is needed for that particular source. It's very, very, very unlikely you can outsmart the x264 encoder which essentially is what you are trying to do when setting a bitrate. CRF is fast, too...
