To change language install the game in Russian (no other option).

Then, 1) Go to the Options Tab, 2) Go to Game Options and change to English.

Can't see how to start the DLC. It is listed in my menu, but when I click it, I'll routed back to the steam shop site of the DLC instead of starting that campaign. Also, will Saves be affected?

Dlc's included (with this release too, i hope) a)Expedition Guide and b)Soban fleet. They make some changes to the gameplay and add another faction to the original game. So, y'know... the usual...
