General Romeo Dallaire, Commander of the UN Rwanda Mission 1993-94, speaks to Tim Sebastian.



For a 100 days in 1994 the Hutu government of Rwanda - along with its extremist allies - butchered almost a million people.



After a century, already characterised by genocide and mass murder, this was the most efficient killing spree of them all.



General Romeo Dallaire was the UN force commander in Rwanda who tried to prevent it happening.



While he appealed for men and action, his bosses in New York and the governments of the major world powers, turned the other way.



Have the apologies been sufficient - and could it all happen again?
