1.install it in english language(copy/backup the valve folder in the half life directory and unistall it)....and install again in russian version.....run half life russian version and close it.
then start>>type "regedit" and press enter>>go to line
[HKEY_CURRENT_USERSoftwareValveSteam]
"Language"="russian" change it to "english"
then copy the valve folder(previous one u backup earlier)..replace it with the one in half life directory(russian)...
run it and play....it should work now
the above method i tested on half life 1 only....i think others should work like this(if it's do not work well in english)
