First off all close your Windows updates and anti virus...

Step 1 : Download and install a new steam using the foldername Delcesteam
Step 2 : Put appmanifest_236870.acf inside steamapps
Step 3 : Put Activatorv2,md5,start_game at the same place where steam.exe is
Step 4 : Open Activatorv2 and put the serial key after locate the directory of delcesteam and click on steam.exe
Step 5 : click next and put your password inside of the box and click on next and leave your mouse for couple second.

REMEMBER NEVER EVER GO ONLINE! AFTER YOU ACTIVATED IT CORRECT
