this is an .exe files that allows you to install payed apps with a provisioning profiles just click in the top right corner the lighting bolt once finnished reboot device you will see a chinese app open and accept profile then on the bottom you will see search icon tap then search any app you need/want and download then open after install to confirm it installed correctly if not connect to computer and just refresh..... its for 23bit computer
