It can be used with XBOX 360's that aren't JTAG'd. ^_^ The instructions to getting the XBLA Game to work are as following:

Extract the 41560855 folder to HDD:/Partition3/Content/0000000000000000.
Extract the profile to HDD:/Partition3/Content/.

Now, on your XBOX 360 while signed out of any profiles sign into the account (IMPORTANT: While it's signing in, button mash the Y button, if it says this account is suspended/banned you didn't press Y fast enough. Retry.) It should prompt you to create a new profile name, don't. Just press the guide button, and start up Call Of Duty:Black Ops.

It'll then prompt you to sign into the profile that bought it, sign into the profile included while button mashing Y. Once signed in, sign out and into your profile.
