Sometime your game is not connecting to master server : close game ,close BlackOps console - restart game.
You can play this game with bots too:
Open game - open console (press ~ key) type "/map mp_array" without quotes - hit enter - play game.
You have automatically added 11 Bots and you can rank up too.
