I solved the error after the restart by blocking the Ansys licensing interconnect application. For this goto control panel then system and security then windows firewall then advanced setting (on the left side) then click on the inbound rules, there, for me, were four rules for ansys inter app, i blocked all four by double clicking on them and clicking block the connection.. Hope it helps you guys :)
