It's a cruel irony that while hundreds of thousands of people in India risk losing their homes and lives because of flooding, millions are desperately short of water. The most essential element for life is in scarce supply. The problems are caused by poor planning and a ballooning population of over one billion. So who could complain at the construction of a huge dam aimed at solving some of these shortages? Plenty of people, it seems.
