Accelerate projects from start to finish with Autodesk Design Review, the
all-digital way to review, mark up, and track changes to 2D and 3D designs
without the original creation software. Accurately measure, redline, and
annotate DWF, AutoCAD DWG, DWF, and DXFx files, and communicate changes in
the context of the design. Add comments, track status, and drag and drop
information from CAD files, project timelines, or raster images combining
them into a single file. Then round-trip the DWF file to any Autodesk
design application, overlaying digital markups onto the original CAD file
for fast revisions

You can only use Autodesk Design Review to mark up DWF or DWFx files for
review. You can then view markup in AutoCAD-based programs, make changes to
your drawings, change markup status and republish for further review
cycles.

When you want to submit designs for review, you can publish your drawing as
a DWF or DWFx file and send it to your client or anyone you want to review
your designs. The reviewer can open the DWF or DWFx file in Autodesk Design
Review, mark up the file electronically, and then send it back to you.

When you open a marked-up DWF or DWFx file in the product, you can view the
redline markups in the drawing area, turn them off, make your changes,
change the status of the markups, and republish the DWF or DWFx file to
send out for another review.

this is normally only a part / plugin from some other autodesk programs
but I have make a portable stand allone for the case someone need this.
this program is only as 2013 version available but it's include some 2017 programs
